After graduating from Tokyo University of Foreign Studies in 1973, he joined International House of Japan, a private, non-profit organization based in Tokyo that promotes cultural exchange and intellectual cooperation between Japan, US, Asia and other countries. As Program Director, he worked closely with universities, academic institutions and private foundations including the Toyota, Ford and Rockefeller foundations.
In 1999 he moved to The Nippon Foundation to oversee its international programs, including global leprosy elimination. He was also responsible for various fellowships and scholarships, intellectual dialogue frameworks, and international cultural exchanges sponsored by the Foundation. He served as Executive Director of the Foundation from June 2005 to June 2017. Currently, he is serving as Special Advisor.
In July 2018, he was appointed as Managing Director of the Center for Human Rights Education and Training located in Tokyo. The Center is a private, not-for-profit organization which conducts various programs for human rights education and training in Japan in cooperation with the Ministry of Justice and other governmental and non-governmental organizations.
